There is a reason for this confusion and that is the definition of the shogo changes outside of Japan. Shogo are awarded by the various national kendo organizations (though I don?t think anyone has awarded hanshi outside of the ZNKR).

And they all set their own criteria for awarding it. Typically it is a measurement of teaching ability as well as an individual?s contribution to kendo.
