Thank you for your quesiton. It is not very simple since tachiai means a few things. However, in this case, shiai has referees and they decide what has been a valid cut.

However, tachiai is more of "showing what you have been training" in kendo. As we use the word, tachiai, for a promotion exam, we don't decide who is a winner in the exam.
